These are outside of the PvP area of the prison and can be done during a battle and whether you control Tol Barad or not as they take place on the Tol Barad Peninsula.
Also there is a weekly quest in the base Camp to get a victory in Tol Barad. The prison area, which is the PvP portion you only flag PvP if there is a battle going on or if you initiate combat on PvE servers, unlike Wintergrasp which is PvP all the time there are two quest givers, one has 3 static daily quests: Kill crocolisks for their hides - Swamp Bait Kill Problim, wondering elite ettin group quest - A Huge Problem Kill 12 left over infantry at one of the strategic sites Slagworks, Garrison or Warden's Vigil - The Leftovers The other quest giver provide three quests based on a random quest zone being open after combat.
The three quest zones are Cursed Depths, The Hole and D-Block and after every battle one of this is opened while the other two are locked by a gate. Also, these zone become locked 15 minutes before battle so you are stuck in them ported out of them if you are inside or locked out of them if you are outside.
As of this posting, you can complete all three sets of dailies for the random quest zone if you happen to get all three different ones to spawn and your faction is the one that controls Tol Barad. You can complete the set dailies during the lockout period and hand them in if the those return later on, you can not enter Tol Barad 15 minutes prior to battle as it becomes locked out as well to both factions.
In summary, it is possible to do up to 18 dailies in Tol Barad every day with luck and persistence. The area is on a two and half hour cycle with the battle possibly being always up to 30 minutes long I have not seen it shorter however I am not there every time - It is dependent on strategy used 15 minutes or less if towers remain intact 5 extra minutes for each tower destroyed for a maximum 30 minutes.

So if before patch, one char had 20 and one char had 10, both should now display 30 total. This would alleviate having to take up bag slots for them, prevent people from having to log and relog, etc. But yes, as of this time, these units to not seem to be BOA like the patch notes of the now live patch suggested they would be.

These sets are not exclusive with each other on a given day , and because the unlocked area rotates after every battle , it is possible for an attentive player to complete all 12 quests in a day by returning after each battle - assuming their faction continues winning, and the random sequence of areas unlocked works out in their favor.
